We welcome new attorneys Amber Shepard and Steven Moore

Amber Shepard combines a strong academic background with a passion for advocacy. As a member of our Municipal Law team, she serves as a criminal prosecutor for Arizona cities and towns.

Amber is a former judicial law clerk at the Arizona Court of Appeals and interned at the U.S. District Court for the District of Arizona and the federal Public Defender's Office.

Before earning her law degree at the University of Arizona, Amber worked as an independent journalist in Arizona and as an innovation panelist for New York City-based ProdigyWorks, providing ideas for new product lines and licensing opportunities for a range of well-known brands and Fortune 500 companies.

Steven Moore is licensed in Arizona and California and assists clients with commercial real estate transactions, zoning issues, development approvals, and related municipal law matters. He also advises businesses owners with mergers and acquisitions, ownership transitions, shareholder disputes, buy-sell agreements, internal governance, and succession planning.

Steven was born and raised in Michigan before moving to Arizona and earning his bachelor’s degree at Arizona State University. He received his law degree from the University of Southern California, where he served as a staff writer for USC Gould’s Business Law Journal.

Steven launched his law practice in California, returned to Arizona in 2026, and joined Fitzgibbons Law.
